Dr. Dmitry Viktorovich Davydov is a well-known reconstructive plastic microsurgeon, actively engaged in scientific research and teaching. Professor Davydov regularly presents his oral reports and lectures to colleagues at various international and national congresses, congresses, conferences and forums. MEET DMITRY DAVYDOV
Dmitry has never been in any way connected with Russian politicians or politicians of other countries. Moreover, the author is not even a citizen of Russia and does not live on its territory. His attempt to introduce progressive ideas for positive changes in the country is a tribute to his ancestors, since Dmitry’s roots are here, and Russia is his historical homeland. His great-grandfather and other relatives gave their lives fighting in the Great Patriotic War.
Having no political ambitions, in his idea of 20 ideas, Dmitry acts alone: the author uses the plural to address the audience (“we”, “ours”, etc.) solely for ethical reasons and in order to comply with scientific and journalistic principles style. The project clearly shows his neutral position: the whole concept is created in such a way as not to specifically offend any class or political party. And the red thread is the idea that absolutely everyone will be happy with the result of the implementation of these ideas!
In 2016, Dmitry first proposed his ideas to the public. But despite widespread advertising in the media and numerous attempts to convey them to government bodies (the Presidential Administration, relevant ministries, the Moscow City Hall), the authorities then left this initiative without due attention. The government authorities thanked us, and then everything calmed down. The author was prompted to give new life to his five-year-old ideas in 2022, when the pandemic collapsed the economies of all countries, including Russia.
The author-activist is convinced that right now the ideas he proposed can bring tangible benefits to the country if they are heard in time and implemented by the state.
… AND CREATION OF AN INTERNATIONAL FINANCIAL CENTER IN RUSSIA

The 18 sections of the site present a number of proposals that can and should improve the lives of ordinary Russians. The KP correspondent studied everything carefully.
It was proposed, in particular, to introduce expedited services in 1-3 days for registration of real estate transactions, registration of legal entities, issuance of passports...
Another proposal is the official sale of prestigious license plates with the same numbers and desired letters. It is almost IMPOSSIBLE for a simple car owner to put a license plate on his car, for example, A777AA. If you want, try it yourself. But you can make it so that anyone can buy them. Just like in the UAE.
The sixth part of the proposals sets out ideas on how to provide legal comfort and guarantees for foreign investors to conduct business in Russia. In order for them to work effectively, it is necessary to improve the criminal legal and judicial systems, as well as provide flexibility in regulating relations between foreign investors and their local partners.
The ideas of creating an attractive and competitive system of higher and secondary specialized education in Russia, which will help strengthen the general and investment attractiveness of Russia, look very interesting and fresh.
Perhaps the most global idea is the creation of an International Financial Center in Russia to stop the outflow of capital and for investors to try to place their funds for the long term.
